The second Steering Committee (SC) reviewing the progress of the project in the period 12^th of April – 11^th of July of 2015 and discussing the programme for next 6 months (12^th of July 2015 till 11^th of January 2016) took place on the 30^th of July 2015 in Skopje with presence of the Spanish, Dutch and BC Project Leaders, Ministry of Environment and Physical Planning, EU Delegation, Twinning project “Strengthening the administrative capacities on central and local level for transposition and implementing new Industrial Emissions Directive 2010/75/EU”, Technical Assistance project “Strengthening capacities for implementation of environmental legislation at local level” and Project team. At the beginning the Spanish Project Leader emphasized the good work done so far and the external challenges to the alignment of the current inspection system to EU best practices. Minutes of the First Steering Committee meeting were adopted.  

During the meeting Quarterly Report 2; Operative Side Letter 3; and main outputs delivered in the last quarter for the assessment of the Steering Committee were presented by the RTA. General project progress was assessed highly positively. Main outputs were listed: active SEI website & visibility actions; proposals for the improvement of the environmental inspection system; proposal of structure & contents for new Law for Inspection on Environment; draft inspection manual and BAT inspection guidance; and training needs assessment. The possibility to implement some missions outside of Skopje in order to involve more actively inspectors from all over the country was commented, and the possibility to involve representatives of the Dutch Inspection Council in some missions in order to discuss about the role of such body was discussed as an option to optimise the role of the Macedonian Inspection Council and its relation with the Inspectorates. Coordination with trainings of the Technical Assistance project mentioned above was as well discussed.
