30.10.2015 | Third Steering Committee Meeting

The third Steering Committee (SC) reviewing the progress of the project in the period 12th of July – 11th of October of 2015 and discussing the programme for next 6 months (12th of October 2015 till 11th of April 2016) took place on the 30th of October 2015 in Skopje with presence of the Spanish and Macedonian Project Leaders, Dutch representative, Ministry of Environment and Physical Planning, CFCD, EU Delegation, Secretariat for European Affairs, Twinning project “Strengthening the administrative capacities on central and local level for transposition and implementing new Industrial Emissions Directive 2010/75/EU”, Technical Assistance project “Strengthening capacities for implementation of environmental legislation at local level” and Project team.

At the beginning the Macedonian Project Leader emphasized the good work done so far, with the elaboration of a first draft of Law for Inspection on Environment and the first stages of implementation of SEI’s Business Process Management System. The Spanish Project Leader and Dutch representative agreed on the good progress made so far, and pointed out the need for a fast processing of the second Addendum to the project, that will optimise the training programme in 2016, and the need for the beneficiaries to take into account in their planning the recommendations that have already been delivered. Minutes of the Second Steering Committee meeting were adopted.  

During the meeting Quarterly Report 3; Operative Side Letter 4; and main outputs delivered in the last quarter for the assessment of the Steering Committee were presented by the RTA. General project progress was assessed highly positively. Main outputs were listed: active SEI website & visibility actions; Macedonian version of proposals for the improvement of the environmental inspection system; report on ensuring of compliance of outputs with relevant EU acquis (RMCEI, IED & TFS); adaptation of IRAM software for risk-based planning of inspections to the Macedonian reality; detailed Twinning training programme; proposals for long-term sustainable capacity building of environmental inspectors.

The motivation for the launching of Addendum 2 to the project was discussed, and agreement was reached to hold a meeting with CFCD and MoEPP representatives on the first week of November to discuss the first draft in more detail. Steps to take in order to compatibilize the legislation and practices of the Inspection Council with EU best practices was as well discussed.
