This first mission of the project was held in the period 23rd – 27th February 2015. Mr.Jesús Ángel Ocio, Spanish expert and Mr. Marc du Maine, Dutch expert, had number of meetings with experts from the BC, 20, from SEI, MoEPP, Secretariat for EU Affairs, Ministry of Local Self-Government, municipalities (local authorised environmental inspectors), IPPC installations and EU Technical Assistance project “Strengthening capacities for implementation of environmental legislation at local level”.
Through meetings with relevant stakeholders and review of documentation provided by them and the Twinning office, the experts started drafting a report on legal and institutional review of environmental inspection at central and local level including key elements of environmental inspection responsibilities, highlighting strong points, weaknesses, failures in the implementation of the relevant Directives (including IPPC/IED, air quality and water quality framework Directives), and opportunities for improvements and reforms within the current inspection system.
It was agreed to include already in the assessment report some suggestions of topics to be discussed with the stakeholders in the workshop that will be organized in April 2015 to define potential improvements to the environmental inspection & enforcement system in the country.
