In the period between 10th and 13th of November, Dutch expert Mr. Wybe Douma and in the period from 17th to 20th of November, Croatian expert Ms. Anita Pokrovac during the fourth mission related to legal assessment and drafting of a new Law for Environmental Inspection, reviewed written feedback received from relevant stakeholders to the first draft of Law for Inspection on Environment, and held several meetings plus one workshop to receive further feedback and provide input for the update of the first draft Law and proposals to ensure further alignment with EU acquis in the field of environmental enforcement.
During the meeting held with Inspection Council representatives the most problematic points of draft Law for Inspection on Environment in relation to its alignment with the Law on Inspection Supervision were discussed, trying to come to mutual understanding on them.
General overview of the draft Law and justification of need for reforms of current system and for draft Law were presented and discussed on a workshop held on the 19th of November with representatives from MoEPP; local authorized inspectors; operators; NGO sector and legal experts from other projects.
In order to assess the degree of transposition in the draft Law for Inspection on Environment of provisions related to environmental inspection in the Directive 2010/75/EU on Industrial Emissions (IED), and the Recommendation 2001/331/EC providing for minimum criteria for environmental inspections (RMCEI) a Table of Concordance was prepared. In addition another document collecting provisions in EU environmental acquis related to environmental inspection was as well prepared.
Next steps towards the enacting of the draft Law were discussed with the SEI Director as well with RTA and RTA counterpart.
