29.07.2016 | 3.1.4: Final mission for improvement of IT tools supporting environmental inspectors: next steps

During the period between 25th to 29th of July 2016 Croatian experts Mrs. Jasminka Drazenovic and Mrs. Anita Pokrovac Patekar, and Polish expert Mr. Adam Nadolski implemented the last mission supporting the development of IT tools for the State Environmental Inspectorate.

Based on the feedback received during the week from the RTA Counterpart and consultants from IT company developing SEI’s Business Process Management Software (BPMS), only a couple of additional recommendations for the improvement of the BPMS were provided (recommendations from previous missions remained valid).

The draft BPMS users manual, which had been further developed since the previous mission in May, was provided to the experts and reviewed. Most of the recommendations from previous missions had been taken into account when updating the manual. Nevertheless several suggestions for further improvement were provided, e.g. to include a section (or separate manual) for the administrator, explaining the corresponding actions that he/she can take.

Suggestions were provided to the beneficiaries on how to solve in the short term some weaknesses of the current BPMS in order to ensure its sustainability. Recommendations and concepts for ToR for follow-up projects (and/or supply contracts) to improve the hardware and software used by environmental inspectors and SEI were further developed, and included as part of an output delivered in mission 1.1.6, which had as general goal to provide suggestions on potential follow-up actions in the field of environmental enforcement.

Additionally, upon request from the RTA:

  • Review was made of the document “Guidelines for Establishment of Cadastre of Environment” from the TA project "Capacity building for implementation of national legislation on environment at local level". It was checked that the proposals in this document were compatible with related recommendations provided within the previous mission of this Twinning component, mission 3.1.3.b.
  • Information about mine restoration legal requirements and implementation in Croatia and Poland was provided, as a basis for recommendations towards the improvement of mine & quarry restoration practices in the Republic of Macedonia.
